Sharan Lutz (ZID Flt Data) – Voluntary Leave Transfer Program

SHARAN LUTZ, AIR TRAFFIC ASSISTANT, GLCC04, GL, has been approved for the Voluntary Leave Transfer Program .

Employees interested in donating leave may submit their donations through the Online VLTP Intranet site located @ https://webapps.awp.faa.gov/ovltp/index.cfm?here=home
In order to donate, you must click on the "Online Leave Donor Application". NOTE: Donors must use a FAA Computer with Intranet access to donate leave through this process! The donation process is not available through the Internet.

Manual submissions must be submitted on FAA Form 3600-25, "Federal Aviation Administration Voluntary Leave Transfer Program Donor's Annual Leave and/or Sick Leave Application (Within FAA)". This form may be downloaded at the above website address and found under section entitled, "Forms".

PIT Position

The PIT Position is an operational departure coordinating sector(s) or workstation(s) that are established at some of the center facilities to aid in maintaining a safe, orderly and expeditious flow of departure flights. Some center facilities term to the PIT position as the A or D side. The sector(s) or workstation(s) are usually staffed by Traffic Management Unit (TMU) employees.

The main duties consist of checking all departure flights for proper routing, correcting route of flights, issuing departure clearances, and rerouting to implement Severe Weather Avoidance Plan (SWAP) procedures.

There are several issues that NAGE Local R3-10 is currently addressing.

Career Level Review:

Previous tentative dates for the parties to discuss the career level review issue were cancelled for various reasons. The FAA and NAGE Local R3-10 are trying to reschedule another meeting date to discuss this matter.

ZMA ULP:

The Air Traffic Manager at Miami (ZMA) Air Route Traffic Control submitted an I & I proposal to relocate the PIT function to the flight data unit. In order to able to discuss the topic of salary, the Union elevated ZMA’s proposal to the National level. FAA Headquarters responding by advising that the proposed change to working conditions is de minis, therefore no negotiation is required. The Union considers the Agency’s response to be a gross violation of USC Title 5 and a repudiation of the 2007 FAA/NAGE CBA. An unfair labor practice (ULP) charge has been filed by the Union against the Agency, and the ULP is currently being investigated by the Authority.

DEN Duties:

Washington (ZDC) Air Route Traffic Control Center is considering reassigning the DEN duties from the Operations Manager position to the flight data unit.

The Domestic Events Network (DEN) is a 24/7 FAA sponsored telephonic conference call network established to provide timely notification of emergency air-related problems or incidents. The network is supposed to be actively monitored for real-time security concerns and operational impact.

Currently, FAA Headquarters’ opinion is that the flight data unit should not be involved with any duties relating to DEN.

It is astonishing how the Agency with one hand decided to deny the bargaining employees an upgrade to pay band “G”, and with the other hand is attempting to greatly increase the workload at certain facilities without any consideration of an increase in salary or proper compensation.
